C. Robin Liu

President

Mrs. Liu was co-founder in 1997, and serves as President of Justice Benefits, Inc. ("JBI"). Mrs. Liu has overall responsibility for the operations of the Company. She began her government consulting career in 1993, working with hospitals and healthcare entities to enhance claiming of Medicaid dollars. During her tenure with JBI she has applied her experience to the oversight and evaluation of a multitude of federal programs; with the ever present goal of optimizing federal reimbursements for our clients. Her technical expertise includes procedures and methods to enhance claiming of federal reimbursements. JBI has assisted over 700 state and local political entities to significantly increase their claims for federal dollars due to them under her tenure.  Mrs. Liu earned a Bachelor of Arts degree in Advertising from the University of Texas at Austin.



Teresa Wolf
Executive Vice President

Mrs. Wolf was co-founder in 1997, and serves as Executive Vice President of JBI, LTD. Teresa is responsible for client relations, data requests, claim compilation, and quality assurance procedures for Justice Programs. Mrs. Wolf has over ten years of experience working with governmental entities to maximize their revenue.  Specifically, Mrs. Wolf has spent the past six years working with our clients' financial offices and justice departments to optimize claims for state and federal reimbursements available to them. She has supervised the development of JBI proprietary software for claim preparation, and administers the processes created to ensure maximization of each of JBI's clients' claims.  Mrs. Wolf earned a Bachelor of Arts degree in Government from the University of Texas at Austin.



Alexander Brewer
Executive Vice President of Title IV-E Operations

Mr. Brewer was co-founder of JBI, LTD in 1997, and serves as Executive Vice President over Title IV-E Operations and manager of JBI's West Coast office. He has helped State and Local agencies recoup millions of dollars annually from the Federal Government since 1994. As the Project Leader of the team that developed the nationally recognized JBI RMS, Mr. Brewer oversaw both internal mechanics of the RMS to assure federal compliance, as well as the external features of convenience that makes JBI the standard bearer for RMS user friendliness.  Mr. Brewer often leads audits for both non-claiming clients looking for their potential reimbursement opportunities under Title IV-E, as well as current clients to maximize claiming, while assuring that all federal and state rules are being adhered to by local staff.  Mr. Brewer is currently overseeing over 100 IV-E Administrative Time Studies in seven states, and actively manages four teams to assure the valid, compliant completion of every quarterly time study. Aside from Title IV-E Administration, Mr. Brewer has experience in claiming Title XIX (Administrative and Direct), Title IV-E Maintenance, SSI, and a host of other federally reimbursable programs. Mr. Brewer earned a Bachelor of Business Administration degree from the Hankamer School of Business at Baylor University.



Michael Moore, MPA
Senior Vice President of Government Affairs

Mr. Moore serves as JBI's Senior Vice President of Government Affairs and works in Washington, DC. Mr. Moore is a registered lobbyist and works with Members of Congress and Federal Agencies to ensure that JBI’s clients have a strong voice in our nation’s capital.  In addition to his legislative duties, he is responsible for maintaining relations with JBI’s legislative partners as well as JBI’s east coast clients. Prior to joining JBI in 1999, Mr. Moore worked at the Embassy of Australia in Washington, DC where he served as the Senior Congressional Liaison Officer. In this capacity, he served as the primary conduit between the Australian Government and the United States Congress.  Before accepting his position at the Embassy, he worked on Capitol Hill for a Member of Congress from the State of California.  Mr. Moore earned a Master of Public Administration degree from George Mason University, and a Bachelor of Arts degree in Social Ecology from the University of California, Irvine.



Amy Hoffmann
Senior Vice President of Financials and Special Projects

Mrs. Hoffmann serves as JBI's Senior Vice President of Financials and Special Projects. Mrs. Hoffmann manages the financial portion of all our justice department claims. Mrs. Hoffmann is also responsible for special projects including cost studies and other various quarterly and monthly claims for several of our clients.   Mrs. Hoffmann attends training sponsored by Office of Management and Budget (OMB). These trainings include: Cost Principals- OMB Circulars A-22, A-122, A-87, and FAR 31.2 and Developing IDC Rate Proposals and CAPs for State, Local, and Tribal under A-87. Prior to joining JBI in 2004, Mrs. Hoffmann earned a Bachelor of Business Administration degree from Florida Atlantic University.



Megan Milas
Vice President of SCAAP Inmate Data
Coordinator for Social Security Income (SSI)

Mrs. Milas serves as JBI’s Vice President of SCAAP Inmate Division.  Her team is responsible for onsite SCAAP data collection and assuring that all claims are held to the highest standard in accordance with the Bureau of Justice Assistance (BJA) guidelines.  She oversees the updating and maintaining of JBI’s proprietary inmate software as well as our in house conviction database.  Mrs. Milas also serves as the Coordinator for Social Security Income (SSI).  Prior to joining JBI in 2011,  Megan worked for a Texas State Senator, as well as, the Attorney General of Texas.  Mrs. Milas earned a Bachelor of Arts degree in Public Administration from Texas State University.



Mark Perkinson
Senior Vice President of Title IV-E Compliance Review

Mr. Perkinson serves as JBI’s Senior Vice President of Title IV-E Compliance Review.  He leads a team responsible for conducting on-site compliance reviews of current clients, and strategizes how to best implement needed improvements to maximize claims moving forward.  The purpose of Mr. Perkinson’s unit is to ensure accurate Title IV-E claiming and provide recommendations on documentation based on federal and state guidelines.  Mr. Perkinson has been with JBI since 2003 and is well versed all aspects of the business. Before taking over the Compliance Review Unit in November 2014, Mr. Perkinson served as Vice President of Human Resources.  Additionally, he oversaw quality assurance of Title IV-E financial claims and Title IV-E eligibility rates.  Mr. Perkinson earned a Bachelor of Arts degree in Communication from Northeast Missouri State University (now Truman State University).  Mr. Perkinson is a lifelong St. Louis sports fan, and he is an avid golfer.  He is currently working towards lowering his 17.1 handicap.



April Farmer
Senior Vice President of Business Development

Mrs. Farmer serves as JBI's Senior Vice President of Business Development.  Mrs. Farmer has been a part of the JBI sales and marketing team since 2005.  She is responsible for the company's marketing and business development for 25 states by securing new contracts, researching new business opportunities, establishing strategic marketing agendas, completing company sales goals, and maintaining client relationships.  Throughout her career at JBI, Mrs. Farmer has proven to be a successful asset to the business development team by expanding the many specialized programs that help various County departments receive additional revenue opportunities. Mrs. Farmer's background covers over 13 years of sales and marketing experience.  She earned an Associate of Arts degree from Kilgore College where she was a member of the world famous Kilgore College Rangerettes. Mrs. Farmer earned a Bachelor of Business Administration in Marketing from Stephen F. Austin State University.



Dayna Gamble
Director of Title IV-E Financials

Mrs. Gamble serves as JBI’s Director of Title IV-E Financials. She has been a part of the JBI federal cost unit since 2006. She leads a team responsible for preparing Title IV-E Administrative Claims and Cost Allocation Plans.  Mrs. Gamble ensures all claims are prepared in a timely manner. Mrs. Gamble has attended several trainings sponsored by Office of Management and Budget. These trainings include: Cost Principals- OMB Circulars A-22, A-122, A-87, FAR 31.2 and Developing IDC Rate Proposals and CAPs for State, Local, and Tribal under A-87, and Audit of Federal Grants and Cooperative Agreements: 2 CFR 200. Prior to joining JBI she worked at the Internal Revenue Service. Mrs. Gamble attended Clark Atlanta University and The University of Texas at Arlington.



Ashley Baker
Deputy Director of Title IV-E Financials

Mrs. Baker serves as JBI’s Deputy Director of Title IV-E Financials. Mrs. Baker partners closely with the Acting Director to oversee the quality assurance of all Title IV-E Administrative Claims and Cost Allocation Plans.  Mrs. Baker ensures all claims are prepared in accordance with 2 CFR 200 guidelines. Prior to joining JBI in 2008, she worked at the Texas State Capital for Representative Edmund Keumpel doing constituent casework. Mrs. Baker earned a Bachelor of Business Administration from the University of North Texas.



Callie Cole Barcus
Manager of Title IV-E RMTS

Mrs. Barcus serves as JBI’s Manager of RMTS in the Title IV-E Operations division. Mrs. Barcus was part of the team that developed the nationally recognized JBI RMS. Mrs. Barcus played a large part in developing the external features of convenience that makes JBI the standard bearer for RMS user friendliness. Mrs. Barcus is currently managing Time Studies for over one hundred IV-E Administrative Claims in seven states, and she helps assure the valid, compliant completion of every quarterly time study. Prior to working at JBI, she was a Juvenile Probation Officer in Ellis County, TX. Mrs. Barcus earned a Bachelor of Arts degree in Criminology  from the University of Oklahoma.


Jaime Brown
Director of Business Development for California

Ms. Brown serves as JBI's Director of Business Development for Califronia. Ms. Brown has been working with JBI since 2007.  Prior to her transition into the role to support JBI's quickly expanding business in California, she worked with multiple states across the nation to ensure client satisfaction, new funding opportunities, program research, and business development.  She now works solely with California Counties to ensure optimal success for state and federal funding opportunities.  Ms. Brown prides herself on creating lasting relationships between JBI and California Counties in order to provide clients with the support they need for success and to continue expanding JBI's businsess opportunities.  Ms. Brown holds a Bachelor of Arts Degree in Public Relations that she obtained at Northwestern State University in Natchitoches, Louisiana.


Samantha Shinette
Team Lead of RMTS in Title IV-E Operations

Mrs. Shinette serves as JBI's Team Lead of RMTS in Title IV-E Operations.  She leads a team responsible for managing Time Studies for over one hundred IV-E Administrative Claims in seven states.  She brought her excellent communication skills to JBI in 2013 where she strives to meet deadlines and helps assure the valid, compliant completion of every quarterly time study and time certification.  She has been a key contributor for the RMTS Unit and IV-E Operations.  Mrs. Shinette has been instrumental in helping strategize to implement new ideas for the external features of convenience that makes JBI the standard bearer for RMTS user friendliness.
